Description
These days one has to install the xcode command line tools in addition to xcode itself, to have the tool chain in the PATH.
The installer only hints "Do you have xcode installed?" when it cannot find otool or install_name_tool. It should also ask if one has the command line tools in addition, preferably with a short hint how/where to do that.
In the best case this would also be checked a bit earlier in the process.
