Add a function to forcibly clear all the data in the cache and to disable the cache

Add a function to forcibly clear all the data in the cache and to disable the cache. Chrome has a means to do this so it does indicate that this is possible and plausible to do. Providing a means would make it easier for the user to have control over when the cache can be cleared.
