Use Android API level 21 when building Qt

    Description

      There exists a pending patch series for the Qt Connectivity that requires the availability of Android API level 21 on all platforms we are building on for Android. it is necessary to have Android API level 21 available before this patch series can pass the CI gates.

      The change at https://codereview.qt-project.org/#/c/182713/ did this for 5.9 (dev branch at this point) for the Linux packaging build. But this also needs to be done for Windows and macOS configurations where applicable.

      After the Android NDK/SDK installation has been automated and the automation is available in the qt5 5.9 or dev branch, a change is required to bump the API level to 21.
