    Description

      Installer sometimes hangs on Windows with a command prompt window opening and blocking any progress. Hitting enter in this command prompt window causes progress to move forward. This blocks automated execution of tests since it requires manual interaction. Happens a few times in a hundred but many times daily in testing.

      See attached screenshot of issue, and attached Python script that reproduces this for me in a few times out of hundred runs.
