ExportTool: add option to export files in the artifact tar as-is

    Description

      The current syntax for qt-installer-package-config.json should be extended further so that each module has more control what the export tool does for the artifacts.

      For meta-boot2qt artifacts there is need to extract the Coin artifact tar package and export those file as-is without further processing.
