Can still select objects in Form editor that have visibility off

I'm currently having a bad user experience on my project.  I am trying to create a screen with 17 states and a lot of objects.  When I go to select an object, I can't select it because there is an invisible object in front of it (visibility false).  Sure I can "lock" the layer so I can't select it.  But should I really be able to select something through the form editor if I can't see it?  I can always select it in the navigator menu.  But if I cannot physically see the object, I should not be able to select it.
