Moving object to front using right click context menu in navigator moves code below the "states" code in text editor.

I had an object I wanted to move to the front of the screen in my project that contains states.  I right clicked in the navigator and moved it to the front of the page.  It moved that object to the bottom of my code in text editor, below states.  It should keep this object above states in the code, since states are from a UX point of view, a separate section.
