Steps:.

1. I run damon with cli mode which uses on-prem server http://10.215.116.217:8080 
2. I run the Qt Creartor and see the call for the (qtcreator) license
3. I opened decalrative example app
4. I built and run the app with desktop kit.
5. I didn't see the call for qtframework license. 
6. I build and run the same app on Android or run another app on desktop, then the license call is made. 

Actual: No call for qtframework license is made.

Expected: The call for the license should be made. 

Note: It might not be a bug, but reporting it as possible inconsistency.
