Clicking on a keyframe sets keyframe time even if you don't drag it

If the keyframe time is the same as before, a transaction to set keyframe time should not be made on mouse release, as it creates unnecessary undo point. This is especially wrong when doubleclicking on keyframe and then canceling the time set dialog.
