ScreenChangeObserverWindow already registered

With QTBUG-102343 the QWindowsScreenManager::initialize() was added. 

In the same process if I create a QApplication then delete it and create another QApplication I get the following warning 

QApplication::regClass: Registering window class 'Qt632dScreenChangeObserverWindow' failed
