As per https://github.com/protocolbuffers/protobuf/commit/8b1be51f08f2945e709813ca09c260049b540f9f generator requires all plugins support both proto2 and proto3 schemes. If some proto2 features are not supported the isolation should be done in plugin code and the relevant error should be thrown.
