configure with Visual Studion 2008 or 2010 fails

With the following steps
1. "%VS90COMNTOOLS%\vsvars32.bat" or "%VS100COMNTOOLS%\vsvars32.bat"
2. set PATH=%PATH%;C:\Qt\4.7.0\bin
3. configure

the result is (example with 2010 but same for 2008)
