Add a way to add new keyboard layouts stored outside of the virtualkeyboard repository

Currently it seems like there is no way to add custom keyboard layouts without adding them to the virtualkeyboard repository or patching the source code.

This task is either about adding such a way. e.g. by adding an keyboardLayoutPath property to the KeyboardSettings or about documenting the existing way.
