Add notification when a layout is finished layouting

Add notification when a layout is finished layouting. This is handy if adjustments need to do be done based on the final sizes of items, binding to the width/height properties doesn't help because these can change a number of times.

The other option for this would be to ensure Component.onCompleted is correct for the layout in question in this regard as that would do as a solution too.
