Adapt CoAP tests to the new test-server framework

The new qtcoap module has docker-based test infrastructure that works a bit differently from the similar new thing in qtbase. Once qtcoap's tests are in place and the docker-based net-test system is stable, converting qtcoap to use it would be constructive.
