QSettings is always re-creating files instead of modifying them

If you check all ~/.config/*rc files of KDE/Qt applications, you could find they are always having same "Created At" and "Updated At" timestamp. This means they are always re-created when saving.

If you check other applications, like ~/.config/inkscape/preferences.xml, you can find their "Created At" timestamp is earlier than "Updated At", meaning that they are modified instead of re-created.
