cmake fails when using a custom INCLUDEDIR

    Description

      When running cmake with  --DINSTALL_INCLUDEDIR=include/qt6, it fails with

      -- Running syncqt for module: 'QtOpenGL'   CMake Error at cmake/QtBuild.cmake:2248 (file):  file STRINGS file  "/build/qt6-base-git/src/qtbase/include/qt6/QtOpenGL/headers.pri" cannot be  read. Call Stack (most recent call first):  cmake/QtBuild.cmake:2785 (qt_read_headers_pri)  src/opengl/CMakeLists.txt:7 (qt_add_module)
