Wrong cursor on window on macOS

When activating a windows and setting its cursor in reaction to a key press, an overlapping tool window gets its cursor updated while it shouldn't. The wrong cursor stays in effect until the mouse leaves and reenters the tool window.

To reproduce: run the provided minimal app, and make sure the mouse is positioned in a part of the tool window that overlaps the document window. Press and release the command modifier.

Although the code didn't change the cursor for the tool palette, its cursor is now changed while it shouldn't.
