Add possibility to exclude binaries from signing

This is needed by IFW as currently it is not possible to create and sign offline installers using ifw tools which coin produces. That is because the installerbase which coin produces is already signed, it prevents the signing of the final offline installer product. So there should be a possibility to either

1. Exclude binaries from SignPackage -command
2. Unsign already signed binary with some command
