qdoc: Allow expanding env. variables in the master .qdocconf file

QDoc is incapable of expanding environment variables appearing in the master .qdocconf file that is read when operating in --single-exec mode.

This file is typically generated automatically (as used in e.g. PySide and Qt for MCUs) so all paths are absolute ones and do not need expansion, but supporting this would still be a good idea.
