Use Precompiled Header for Clang Tools

It cold be a soft dependency on the pch manager plugin. If we generate the precompiled

header any way why not use them for the tools too. The parsing should be much faster.  Simply add:

-Xclang -include-pch -Xclang "/path/to/pch"
