Debug menu is almost all disabled after attaching to a running app

    Description

      To reproduce:
      1. Run QtCreator
      2. DebugStart DebuggingAttach to Running Application
      3. Choose the app, attach to it
      4. Wait until you're presented with source code and current position arrow.
      5. Open Debug menu, see all items like Step*, Abort Debugging, Stop Debugger etc. grayed out. Corresponding shortcuts like F11 etc. don't work too. Only Toggle Breakpoing action is active.
      6. Try clicking the toolbar buttons corresponding to stepping, continuing etc. - they do work.
