Keyboard shortcut for Edit->Advanced->Toggle Fold All Does Not Behave As Expected

Assign a keyboard shortcut to Edit->Advanced->Toggle Fold All.

In shortcut creation dialog, we see that "Toggle Fold All" is the label for the command Fold All.

Pressing keyboard shortcut does not toggle the fold all state, it always performs fold all.

Sometimes user would like to use a shortcut to Unfold All, but he cannot because the shortcut only performs Fold All.

Selecting Toggle Fold All from the Edit menu behaves correctly - it is the only way to Unfold All.
