multiple UX issues in tooltips on semantic issue markers

the tooltip contains a link "Annotation Settings" which leads to the wrong settings page. i speculate that this is due to referencing being done by page index instead of symbolically, which of course had to become outdated.

the tooltip contains two buttons which both have neither text nor tooltips (yeah, that would be recursive) which would explain their function. while the first one can be guessed if one is familiar with the icon, the second one is not clear at all (it should say something like "disable in current diagnostic configuration").

the "remove" button also appears on errors (which don't result from -Werror), which obviously makes no sense.
