Qt 6.3 Notification in Qt Creator Banner

User story: As a Qt Creator user I would like to be informed when and what new releases of the Qt framework are available in order to judge whether it is useful to upgrade without being spammed by email.

ACs:

• Qt Creator displays the following text in the thin banner at the bottom of screen: Qt 6.3 improves quality significantly and adds new target environments. Check our what's new and upgrade: https://www.qt.io/blog/qt-6.3-update"
• Clicking the URL link should open a new browser window
• The notification should be displayed starting on the 16th of March
• The user shall be able to hide the notification by selecting "Do not show again"
