CLI update [component] does not find updates

Initial installation:

Select (Qt5.14.2) Charts, Purchasing and Datavisualization for installation (no binaries, so only examples and docs get installed).

qt-unified-windows-x86-4.0.0_pre_alpha-online_44.exe install qt.qt5.5142.qtdatavis3d qt.qt5.5142.qtcharts qt.qt5.5142.qtpurchasing --root C:\Users\qt\RTA\qt5 --auto-answer telemetry-question=No,AssociateCommonFiletypes=Yes,archiveDownloadError=Cancel --accept-licenses --logging-rules ifw.general=false,ifw.resources=false,ifw.componentChecker=false --staging-commercial --email rta.test60 --pw *** --verbose

Open components.xml and change the versions to 0 (<Version>0</Version>) for following packages:

<Name>qt.qt5.5142.examples.qtcharts</Name>

<Name>qt.qt5.5142.examples.qtdatavis3d</Name>

<Name>qt.qt5.5142.qtdatavis3d</Name>

Run Maintenancetool with UI, and check the 'update components', UI shows that there are updates for the above components (see screenshot), cancel installation.

Try to run update for qtdatavis3d  with CLI command:

MaintenanceTool.exe update qtdatavis3d --logging-rules ifw.general=false,ifw.resources=false,ifw.componentChecker=false --staging-commercial

Result:

[59485] No updates available for selected components.
