Coin restarts should notify owners about the jobs they abort

    Description

      When a Coin restart aborts my Status Check build, I get no notification.
      I've checked "Post comment on Gerrit" so am expecting that to alert me when the check is done.
      Instead, I eventually look into why I've seen no response, only to discover the check was aborted.
      It would be better if Coin a restart notified owners of tasks aborted as a result.
