Fix Test Center uploads for "setup" suites

      Currently the TC uploads are broken because there are some test suites that don't use the upload_testrail_results() function (which also adds the Test Center labels). As a result, the upload fails because it doesn't include the correct labels.

      The fix would be to also call the function in the "setup" test suites.
