    Description

      When building neptune with a pelux cross chain I get following error:

      ➜  bin ./python3.5
Fatal Python error: Py_Initialize: Unable to get the locale encoding
ImportError: No module named 'encodings'

Current thread 0x00007f35581e6740 (most recent call first):
[1]    30564 abort      ./python3.5

      The root cause for it is a broken virtual-env.
      As work around the top answer of https://stackoverflow.com/questions/38132755/importerror-no-module-named-encodings works but the you have the wrong qface...
