missing file menu and hotkeys for moving items in navigator

      Most design tools have an "arrangement" section in the file menu somewhere, along with hotkeys, for moving layers up and down in the navigator. We seem to only have the small icons in the nav panel. Having a separate file menu entry along with the same hotkeys would help designers transitioning to qds discover common features.
