Do not enable -warnings-are-errors for -developer-build

    Description

      Currently -warnings-are-errors are enabled automatically for -developer-build. This is not helpful while developing Qt itself.

      Instead, the CI configurations should opt into -warnings-are-errors (WarningsAreErrors flag).
