Adjust test timeouts across the Qt test suite

Currently we have multiple sources of timeouts in Qt test kit. It's necessary to either establish relations between test tools to control the timeouts or use timeouts from a single source.

Tools that set own timeouts for test cases:

• CMake
• QtTest
• androidtestrunner
• Other platform test runners
