MaintenanceTool: Some folder creations are missing or too late

It seems that mkdir are not properly done (or too late) while downloading small files, e.g *.sha1 40 bytes files.

Creating folders upon errors (quickly!!), press Retry, and that was enough to continue and finalize operation.
