Add description support to the JPEG handler

The documentation for the QImageIOHandler::Description image option says

"Some image formats, such as GIF, PNG and JPEG, allow embedding of text or comments into the image data [...] QImageIOHandler returns the text as one QString"

which implies that our JPEG handler supports this option, when in fact it doesn't.
