LocalContentCanAccessFileUrls setting can prevent navigation between local files

The simplebrowser example has LocalContentCanAccessFileUrls set to false by default and this makes local file browsing unusable. When the user clicks on a folder (for example, listed at file:///), the response is an access denial error page.

Ideally this setting should prevent loading local resources for a local HTML, but the navigation with user interaction should work.
