Device: Samsung Galaxy S9 9.0 / Google Pixel 3a A12

Steps to reproduce:

1. Open TTS example app and run it on an Android device.
2. Select Android as an engine. 

Expected: List of languages should be available. 

Actual: The list is empty. In Quick application the list sometimes appears, but in widgets application, it's always empty. The error in the console:
