    Description

      Enable windows (MINGW) CI provisioning on Windows Mingw developer builds.

      • Remove '-DFEATURE_native_grpc=OFF' from the enviroment variables of windows-10_22h2-mingw11-developer-build and windows-11_22h2-mingw11-developer-build.
      • Resolve issues around mingw (access violation error - probably a result of TestServerRunner library incompatibility)
