WinRT: manifest capabilities (like network) should have sane defaults

If a .pro file contains QT += network, you might expect the manifest to be generated with network permissions. Similarly, QT += sensors should yield a manifest with sensor permissions.

This needs to be done in a place that is parsed before the .pro file, so the user can still override this stuff.
