QLocale: When it is set up to be Chinese (Taiwan) on Mac with Traditional Chinese as the keyboard input then it should return zh_TW as the locale, but it always returns zh_CN

      I still see the problem in Qt 4.8.4 on OSX 10.9.2
      My region is Canada, primary language to Traditional Chinese.
      By calling QLocale::system().name(), I expected "zh_TW" but actually got "zh_CN".
