Ensure the designer libraries are built when QUiTools is built

    Description

      Ensure the designer libraries are built when QUiTools is built. Currently if QUiLoader is used with Qt Designer plugins then it will not be able to build those plugins and thus have them in the actual application. Therefore the Qt Designer libraries should be built at least so that those plugins can still be used.
