configure creates release folder for a debug build

    Description

      I configured with:

      C:\dev\qt5-dev-debug>type qtbase\configure.cache
-debug
-developer-build
-opensource
-confirm-license
-nomake
tests
-nomake
examples

      I end up with a qt5-dev-release directory (a sibling of qt5-dev-debug):

      C:\dev\qt5-dev-release>tree /F
