Inputfocus is changed by mouse wheel

Using mouse wheel on top of some scroll or text area cause input focus to be changed on widget under the mouse. It's against native behaviour on OS X, Windows and Linux. Plain wheel event should not change the inputFocus. MSDN Guide says:
"Don't change the input focus when using the mouse wheel."
