Material Popup color wrong on dark theme

Cards and Dialogs and Popups should have a color something lighter as the Pane (application) background color.

this works well for light theme, where popup is lighter.

but for dark theme the popup has same background color as app.

I think it should be #424242 instead of #000000 to get a visual feedback that there's something on top
