c++11 support not enabled by linux-clang mkspec

    Description

      It seems like if Qt is built with e. g. gcc which uses c++11 by default, the configure test detects this and doesn't enable 

      CONFIG += c++11

      by default anymore, which is required if trying to use that Qt build with e. g. clang.

      Probably related to 8185fe84a6a55fa387752ad30948c936559e290c and in turn 091df96fb8da356dc9de81dc390f55e66d4d7c01.
