Restarting host QDB leads to reconfiguring the device's network

If there are devices connected and the host QDB is stopped and restarted, it will treat the devices as new and configure them with no regard for the existing configuration.

Since the host has already gotten an IP from the existing configuration, doing this reconfiguration on the device does not lead to a working connection.
