QTextEncoder doesn't allow to specify ConverterState to use

      When using QTextCodec directly one can pass a ConverterState to toUnicode/fromUnicode functions. However if you use QTextEncoder or QTextDecoder, it internally creates a converter state and doesn't allow you to specify a different one.
