[REG: 5.14->5.15.0] MouseArea does not work if HoverHandler is also used

Note: this works on Windows, but does not work on Linux and macOS since 5.15.0.

To reproduce, try touching the window with pen. It only receives hover event, but no click.

Using TapHandler instead of MouseArea works fine, so something it blocking the MouseArea only.
