Avoid back-to-back downloads of unchanged update information

    Description

      Right after receiving to update notification and answering yes, users need to wait for more downloads. That's also the case when starting Maintenance tool again back-to-back.

      Shouldn't the download process be able to be shortcutted by noticing that there are no changes?
