Not possible to write system-wide startup item

If you run the attached example project you can see that installer can not create key under HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run. However, key can be created under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run.

Steps to reproduce
1) extract attached sample
2) cd /path/to/tutorial
3) binarycreator.exe -c config\config.xml -p packages MyInstaller
4) Run MyInstaller.exe
5) See the created keys using regedit

If "reg import regTest.reg" is executed on cmd, both keys are created.
