Software updater is on in Ubuntu 18.04

Steps to reproduce:

1. Create debug VM in coin

• • project = qt/qtremoteobjects
  • ref = dev
  • product = qt/qt5
  • branch = dev

1. Select configuration to some Ubuntu 18.04
   • Happened on Linux QEMU (gcc-armv7) on Linux Ubuntu_18_04 (gcc-x86_64)
2. Prepare VM for debugging
3. Open VNC connection to the VM

Expected outcome:

• SW updater is not running

Actual outcome:

• SW updater is asking for more SW (see screenshot)
• apt process is taking lots of CPU time
